Is this for Halloween?

I don't even know what to make of this. I think it must be Halloween related, but I don't know what she's supposed to be. I can't imagine she would have bought a serious dress that has stripes that match her pale ass legs. It's like her legs are a reeeeally wide stripe, and the bottom stripe is her shoes.
